This is considered a LibDem target seat because Labour has little or no chance at all of taking this seat. By voting Labour in this constituency, you risk helping the Tories to maintain their majority in parliament. Voting strategically here means not taking that risk, and instead voting LibDem - even if the current leader of the LibDems has ruled out any support for a Corbyn government and seems more likely to prop up another Tory government. The bottom line is that fewer Tory seats are preferable to more Tory seats, and therefore a vote to survive in this constituency is a vote for Lib Dems!
